Correction for the OP, they are called "Icy Humps" not "Frozen Humps" Also, kinda annoying I had to kill ettins to get to him last week and now I got to go back to griffon's mouth this week.

The maps I saw show an incorrect location. I just went there and he is NOT around anymore. I resigned and will check AGAIN.
Edit: so he does not show up when you have some quest active. Stupid!

If he does stay in Tyria, that will match his longest stay on any continent, which occurred in Tyria over almost the same period last year (August 31 - October 11, 2009; he has currently been in Tyria since August 23). That streak included a single visit to EotN.
He hasn't been to EotN since June 14, actually, when he visited Varajar Fells. I would agree that he's overdue for a visit there.

"A good area to farm for these lies in the northeast region of Prophet's Path (right after you use the teleport) when taking the northwest path toward Seeker's Passage. This also happens to be right next to Salt Flats for easy zoning respawn. Coincidentally, on the way to the teleporter are a handful of minotaurs good for Minotaur Horn farming."
Edit: Piece of cake! Easy to get up to the teleporter with a spirit spammer. Go NW out of Augury Rock, you should see it on the map. On the other end of the teleporter, lots of easy targets for the spirits. Got six shriveled eyes in the first batch, zoned to Salt Flats, zoned back in, got the last four without even killing them all. Actually getting up to the turn in point is harder than collecting the eyes!

You have far better luck than I. Did 4 clears of these and got 4 eyes, plus 2 eyes from killing all the storm kin on the way to there from seeker's passage.

I farmed them with a spirit spammer ranger. In the NW corner of the salt flats, thereas a couple of big groups of them near a portal. Kill, zone, zone, kill. repeat. Easy peasy.
